Attorney Stephen's early pursuit of and achievements in criminal defense began even before his admission to the bar association in 1996. His commitment to defending the rights of those who have been accused of crimes was evident in his academic career and summer internships at the Northwest Defenders Association, where he provided valuable research and support to dozens of felony cases, as well as conducted six criminal jury trials. Even with minimal supervision from practicing lawyers, he was able to bring more than 100 cases to successful resolution for clients.
Invaluable public defense experiences and expeditious promotions came to attorney Stephens as he advocated for client rights at the Snohomish County Public Defender's office early in his career. At any moment, he would find himself in the midst of more than 100 open misdemeanor cases, providing each of them with the skill and attention needed to achieve results. In 1998, he was promoted to felony caseloads, still taking on 40 to 60 cases at any given time. With penalties as severe as "life without parole," Mark was able to confidently represent more than 40 cases in jury trials while serving as a public defender.
Diverse experiences in felony cases, appeals and negotiations led to the opening of a private practice, the Law Office of Mark R. Stephens, in 2002. Mark achieved favorable results in a variety of appeals prior to opening his practice, while performing contract work for Snohomish County as well as the Washington State Court of Appeals. Successes at the Washington Appellate Project helped him gain invaluable insights into the appellate process and the methods for success within it. His achievements include:
- 9-0 reversal in an appeal of Bothell v. Barnhart, a stalking case brought before the Washington State Supreme Court
- 9-0 reversal of the State v. Redmond, a felony assault case at the Washington State Supreme Court. See State v. Redmond, 150 Wn. 2d 489 (2003)
From 2001 to 2002, attorney Stephens also represented indigent criminal defendants in community custody violation hearings and felony probable cause hearings.
